Farmers are also being encouraged to adopt modern techniques of high-yield cultivation and intensive farming. They should be encouraged to adopt genetically modified seeds and pests.

Policy makers feel that if these smallholders were to develop properly, they will provide good employment to urban and rural poor. Improving the productivity of the rural poor through investments in agriculture can only help these people.
The demand for farm products has increased steadily over the years. There is an increase in import as well as export. The market for farm products has developed as a result of this rise in demand. However, the increase in import and export of farm products have led to rising prices. The impact of the policies implemented by the government has been to encourage farmers to increase production so that the prices come down.

Farmers have begun shifting over to small scale cottage industries where they manufacture clothes, shoes, jewelry, cement and many other items. These small scale industries provide employment to the rural population. They also bring about improvement in the overall living standards of the people.
