The Arizona Department of Economic Security (DESS) is an intergovernmental agency of the State of Arizona designed to promote and assist families, individuals, communities and other state and federal agencies to achieve our shared vision that everyone in Arizona will become economically secure and safe. As an agency, DESS works in partnership with all agencies working in and near the greater Phoenix and Tempe areas. We work to promote awareness of the economic issues facing our state and country. Our agency offers a variety of programs to strengthen our communities and protect our citizens while promoting job growth and economic development throughout Arizona. In addition, DESS provides important information on matters such as public safety and economic development.
DESS was established to fill a significant void in Arizona's economy. Without a well-designed program to promote economic growth and self-sufficiency, Arizona will fail to attain its full potential. By providing a variety of services and information, DESS helps Arizonaans understand how to develop and implement strategies for economic recovery and long-term success. As part of their mission, DESS partners with community organizations and service providers in developing a comprehensive plan to strengthen the Arizona economy.
DESS has many and intergovernmental services programs designed to strengthen the Arizona economy. One such program, DESS Action, is a collaboration between the Arizona Department of Economic Security, local government, and several community organizations to implement a long-term strategy to promote economic recovery in Arizona. The goal is to create a system that links every Arizona family, business, nonprofit organization and state entity to each other to improve the economic well-being of all. DESS Action is a national model for coordinating community economic development activities. Since its inception, DESS has provided technical and material assistance to hundreds of community organizations and businesses in the development of a collective vision for economic recovery in Arizona. Through DESS Action, we have learned that a vision is much more powerful than a list of ideas or a plan.
DESS also provides technical assistance to Arizona state officials as they develop their own plans and implement them in the community. The cooperative efforts of Arizona state officials and local government agencies are necessary to build a successful economic recovery strategy. By working together, Arizona's state government and community partners are working to ensure that every child in Arizona has access to quality education and a high-paying job. Through DESS, we have seen remarkable progress.
Through DESS and our national network of partners, we have been able to reduce the number of children living in poverty and increase the number of children in successful homes. We have seen dramatic increases in literacy rates and in the number of children on the honor roll. And we have been fortunate to work with many Arizona Department of Economic Security (DESS) partners throughout the nation who share these goals. As a result, we have seen a marked reduction in the incarceration rate and a marked increase in the quality of life for all children in Arizona's Department of Economic Security (DESS). By coordinating our efforts with these other federal partners, we have been able to make DESS a national cause.
Now that the first year of the recession is over and the first year of the Arizona department of economic security's second special session is underway, we are looking forward to working with you to enact meaningful, comprehensive policy reforms and to promote economic growth and job creation in Arizona. This will not only lead to more jobs and better pay for families in Arizona, but it will also result in a stronger and more stable economy for the long-term future of this state. I thank you for taking the time to listen to my testimony today and for your commitment to ensuring that all children in Arizona have the opportunity for a quality education and a high-paying, secure job.
